Origin: Igor was a Russian spy sent to the United States to spy on Bruce Banner's research and steal the gamma bomb secrets.

GREAT MOMENTS IN HISTORY

The Incredible Hulk #1: Igor is with Bruce while he is getting ready to test the Gamma Bomb. Igor asks Bruce the secret to the Gamma Bomb and gets made when Bruce won't tell him. Bruce sees Rick Jones out on the test field and postpones the test to go get him. Igor figures to get rid of Bruce and steal his secrets so he continues the test and the Gamma Bomb explodes, thus creating the Hulk. Later, when Bruce turns into the Hulk for the Hulk for the first time, he goes to Bruce's lab and catches Igor looking for secrets. Igor tries to shot the Hulk but the Hulk just picks him up and throws him aside and Igor is captured. While in prison, Igor uses a miniature transitor shortwave to send a report of the Hulk's existence to the Garygoyle back in Russia.

The Incredible Hulk #393: Igor wakes up and finds himself in the ruins of the old Gamma Base. He doesn't know if it is another nightmare or reality. Before he can think straight, he hears Bruce Banner's voice calling to him. He turns and sees Bruce but he is the size of the Hulk. Igor, confused, listens to Bruce's orders about the test of the Gamma Bomb. When Bruce notices a boy out near the bomb, he tells Igor to delay the test and runs out. Igor, still confused, doesn't know what he should do. He thinks he still needs to complete his mission so he doesn't stop the test and hears Bruce screaming again as the bomb goes off. Igor, now thinking that instead of being in a nightmare he is dead, goes to Bruce's old laboratory and tries to find his papers. The Hulk barges in with Rick Jones and Igor tries to shot the Hulk again. The Hulk grabs Igor and throws him across the room. Rick tries to stop the Hulk from killing him but the Hulk, dropping all pretenses of the recreation, takes out all his frustrations and anger out on Igor for what he did to him all those years ago and all the misery that resulted from it. The Hulk says that he is going to make Igor pay for what he did. Before he can do anything, the People's Protectorate (the Russian superhero team), comes in and fights the Hulk who also has the Pantheon on his side. The Hulk finally makes it back to Igor and takes him to the site of the bomb explosion. The Hulk talks to Igor about having another chance to not let the bomb go off but he let it go off again. On the anniversary of the explosion, the Hulk decided to take the opportunity of Igor being in the US to extract a little justice. Igor suddenly starts laughing and saying that he is going to heaven. Igor says that he created a creature of destruction that has managed to be a huge force of right for many years. He thinks that if he carries the guilt for creating the Hulk, he also gets credit for the good the Hulk has done. He says that every night he has the same dreams and he figures that he is dead because no one can suffer like he has and survive. His mind slowly starts to crack and he goes insane.
