An agent from the field reports in that he has spotted Betty Ross, General Ross, and Colonel Armbruster at a nearby airport. MODOK talks to himself that he has always been defeated in the past because of his body so he has his men create a large mechanical stucture to hold his head. He figures the only person who would be able to defeat him once he is in his invincible suit is the Hulk so he figures to destroy him first. He installs himself into the robotic body and figures the only way to defeat the Hulk is to create a stronger Hulk. He would need to get a person who has a tolerance to gamma rays, namely Betty Ross. Later, at a hospital, the Hulk visits Betty and she goes a little crazy and says she hates the Hulk. A nurse/agent reports this to MODOK. That night, MODOK goes to Betty's room in his robotic body. The Incredible Hulk #168: Betty leaves the hospital in the middle of the night, due to the hypnotic trance from MODOK, and enters a small rocket which sends her to MODOK. When she gets to the AIM base, MODOK subjects her to the gamma ray transformer. The gamma energies strike Betty and she forms a coccoon and emerges as the Harpy. The Harpy immediately asks for where Bruce Banner is and fires an energy blast at MODOK. An agent comes in and tells MODOK that the Hulk has been spotted in Manhattan. MODOK tells the Harpy to go and destroy him.

The Incredible Hulk #169: The Bi-Beast kidnaps the Hulk and Harpy and takes them to his island in the sky and MODOK is able to track the Harpy through the gamma radiation. MODOK is surprised to see the Bi-Beast and says he is just there to retrieve the Hulk and Harpy. The Bi-Beast tells MODOK that the Harpy is his prisoner and that the Hulk has reverted to Bruce Banner and is working on equipment on the island. MODOK convinces the Bi-Beast that Bruce Banner will try to destroy the island, not help. The Bi-Beast goes to find Bruce who turns into the Hulk and they fight. When the large dinosaurs get close, MODOK releases sleeping gas and knocks them out. Ka-zar comes to try and stop MODOK but he falls unconscious from the gas also. MODOK plans to use the same technology that created him to advance the dinosaurs to create a strikeforce. He throws Bruce and Ka-zar into the bowels of the ship with the dinosaurs and Bruce overcomes the sedatives and becomes the Hulk. Ka-zar tricks the Hulk into breaking his chains and gets free also. They fight the dinosaurs and make it out of the ship. The Hulk takes on MODOK and manages to defeat him.
